add depensation in operating model pellatomlinson_rla

Added new arg to pellatomlinson_rla: Allee which is a list of two arg. One arg. is a probability of a female meeting a male, and the other is a level of male depletion corresponding to the probability. Depensation is modelled with a negative exponential functional form.
